So, I think the author decided to make Salamandre invincible. Even with only Azure Dragons, he can defeat an opponent if they don't have an army of roughly equal strength. Salamandre possesses Earth, Water, and Air magic, as well as all combat spells, plus magic resistance, and the fear instilled by the Azure Dragons turns a battle against him into a nightmare! If only he didn't clone the dragons, or if we had a Sphere of Vulnerability or a Sphere of Permanence...
