The AI's level of cheating in this game is just absurd. It seems to get resources simply for being the AI. I've noticed many times that even though I have three times more mines and overall income, I can barely build half of my Castle, while the AI has already built everything and bought all possible units.
By the way, regarding the AI's resources, it's possible that they aren't generated but are simply given to the AI in large quantities from the start. I suspected this back when I was playing Heroes 3. There was one map that was supposed to be played with an ally, but I wanted to play it solo. I did the following: on the second day of the game, I entered his town – back then, you could do this with a simple click – and bought a hero in his tavern, a feature that no longer exists. I left this hero at the town's gates. Consequently, his starting hero couldn't enter the town to gather an army, and the AI couldn't buy new heroes. The AI couldn't even capture the lumber mill and mine with its starting hero; it just gathered some resources near the settlement and then stood near the gates. After a month, an enemy hero appeared on the ally's territory. I decided to check the ally's town and was shocked: the ally had a practically fully built town, including the Capitol and Castle, all creature dwellings were built and upgraded, except for the highest tier one, and the library was built up to level three. As you can understand, it was physically impossible for him to have that many resources if he had started with the same amount as me, even if he had built a market first and bought the necessary resources with the meager income from the town hall. However, he couldn't buy all the army that had accumulated over the month.
So, the AI started with at least ten times more resources and gold than the human player. It seems that this has remained the case at the start of the game in subsequent installments.
