Yes, for Necropolis, the King of the Undead cloak is the best, and for other factions, the Angel Alliance. But personally, for me, the game stops being interesting if you find such a powerful artifact. Of course, this doesn't apply to super-difficult and long games! On simple maps, when you find such a super artifact in the middle of the game, you realize that victory is only a matter of time, and not tactics, and it becomes boring, and you don't want to play anymore. If you're playing with another person, it's best to disable artifacts like the Angel Alliance, the cloak, and the cursed armor altogether, so that someone doesn't get extremely lucky.
