Playing as Necromancers, I encountered 300 messengers of something. They have an additional skill: Polymorph. They turned into 5000 un-upgraded Imps. It was quite a spectacle! So, this is also a useful unit.

The question is about the most useful, not the strongest, and a useful unit should be helpful not only during battle but also outside of it.
There aren't many units like that, that are useful even outside of battle.
But Thieves can be included in this category. Scouting has always been a primary role.
