I don't have an editor handy right now, but in the map properties tree, you open the "players" tab and set the settings for each player there (behavior - selecting starting bonuses, herointown - responsible for selecting the starting hero, etc.). You need to study the possibilities of this tab more carefully, as there are also many built-in scripts there, which is a good help for beginners.
