How can you say he cheated when he won using notes?

He didn't win because of the notes. He generally acted like a golem. And he wanted to use the notes to reinforce that. But they actually exposed him. Because think about it: 1) Why would the Mafia thank the town for revealing their role? 2) Who among the remaining players could have written a note in that style and with that content? (There were very few communicative players left, and even fewer who were in the know).
So, we see Tox, who once again wove a web around his heroic figure (the defender of the town).
