With a high probability – yes, as I already explained. Based on rough estimates, if they're not looking for an easy win, they'll likely choose 0-1 Restoration, and 113 is only chosen as a last resort.

Where in that statement is there proof that the phrase cannot be interpreted differently?

I wrote that it's just my opinion (IMHO), and it's not meant as an attack, but rather as an explanation. Sorry if it came across as tactless.
