He needed a non-player character (NPC): he follows Frodo to the mountain. If Sam doesn't manage to find Frodo and Frodo reaches the mountain alone, then Smeagol kills Frodo and takes the ring. But if Sam manages to find Mr. Frodo, then Smeagol remains without the ring. ))
Gimli might be able to track him down, or Legolas might accidentally kill him.
