I usually don't have these problems. Throughout my gameplay, I always developed without issues until I reached the Minotaurs. And I could easily acquire the necessary resources when dealing with them. There are plenty of Troglodytes, and they overwhelm you with their numbers in the early game. As for Harpies, they're just for finishing off enemies.
