I mean a minimum quota of players. That is, if the number of players is below this quota, the rating points will be awarded according to a different system. Or they won't be awarded at all according to the system, but simply distributed among the participants depending on how many points the organizers decide to allocate for the tournament. So that the winner among 5 people doesn't end up in 45th place in terms of rating points, compared to a tournament with 50 players.
