Tactics for Conflux.

The most important thing to consider with the Conflux is the lack of morale in levels 2-6. This means that they will consistently move. Therefore, you can take units from other cities without significant detriment.

Without significant detriment to the Conflux units, because those you take will still have drawbacks... So, it's only a partial advantage... But fighting neutrals with the Conflux is a pleasant experience! :D They are all very predictable due to the lack of morale... :)
