No, it's not allowed. But I don't even know how to handle this situation: on one hand, it's a pirated version, and on the other, it's a mod. Honestly, I don't think any sane person would use this link to avoid buying a license: you can't play online at all (it's not compatible with 3.1), you can't complete the original campaign, it's just a somewhat flawed mod, and that's it; it's not a replacement for the original Heroes 5.
