The poll should have been open-ended, at least because some people vote for multiple options. If, for example, options 2 and 3 are in the lead, but option 2 has just a few more votes, then everything will still have to remain as it is because it's not an absolute majority. But, if we knew how everyone voted, it might turn out that an absolute majority is actually forming because some people are happy with two options.
