Unfortunately, the clue doesn't offer much useful information. For now, here's a possible connection:
1. Peter signed the "Military Regulations" in 1716.
2. The last witch burning in England occurred in the same year.
3. Witches appear only in Nera's profile, as far as I can tell.

But this also seems a bit far-fetched.
