I don't see the logic. When a particular section is created, the rationale for including/excluding a counter in it is immediately determined. And I haven't seen any inconsistencies with that logic yet.

I've written this 100500 times: the logic is that Mafia is not related to Heroes. Perhaps when the section was created, it was assumed that forum games would be about Heroes, like the first FRPG from Tengro, but then the section evolved into a huge Mafia center!
