Some people might not be able to use the ND (No Discussion) tag, even if it exists, because of the argument in the thread. But it's better not to delete or move it, as there are some funny things in it.

The person couldn't convince others that he was a city, that he was needed. The person couldn't justify himself within the rules and violated them - the person is weak. It's one thing to look for loopholes, making clever moves, even those that contradict public morality. It's another thing to blatantly and stupidly break the rules.
Everyone knows that this is just a game, and no serious sanctions can be imposed. All the violator will hear is "you are worthless as a player." This won't do anything, because people are naturally programmed to be selfish and confident in their own righteousness. The more knowledgeable people there are on the subject, the more likely this person will either try to correct himself with all his might or stop playing altogether. But here, personal squabbles between participants mean more than the rules, unfortunately.
The problem is not in the rules, but in the jerks who break them.
