The person failed to convince others that their idea was good and necessary. The person failed to justify their actions within the rules and violated them – the person is weak. It's one thing to look for loopholes and make clever moves, even those that contradict public morality. It's another thing to blatantly and stupidly violate the rules.
Everyone knows that this is just a game, and no serious sanctions can be imposed. All the violator will hear is, "you're worthless as a player." This won't do anything, because people are naturally inclined to be selfishly confident in their own righteousness. The more knowledgeable people there are on the topic, the more likely such a person will either try to improve or stop playing altogether. But here, personal squabbles between participants mean more than the rules, unfortunately.
The problem isn't with the rules, but with the jerks who break them.
