Red Orb (Sphere of Prohibition)

If we could implement a function that prevents such artifacts from appearing through an HD mod, for example, then I'm all for it. But if it's just a rule, then for example, you take Utopia, merge your troops, and it's frustrating when a banned unit appears there. I'm against that.
