Sacred Haven of Debauchery

I was sitting on the balcony and watched an interesting scene for about half an hour. Seven small kids, around 6-7 years old, were milling around on the grass and hitting each other. A group of older boys, around 18 years old, were also watching. I don't understand, is this some kind of game they're playing, or what? They've gone completely wild.
