That's exactly it. When the AI realizes it has done everything required of it, it simply starts skipping turns. There's nothing you can do about it. The AI is what it is.

It turns out that, according to the conditions of a particular game, the AI is not supposed to destroy all enemies, and it cannot fulfill an alternative victory condition, or it simply doesn't exist. :confused:
