No :) Each section has its own chat, and every forum should have one, but a chat for the entire forum, visible to everyone, is too much. A chat is a chat for the entire forum. And it's impossible to make it not a chat, because there's no topic there; it's necessary to eliminate the possibility of negative communication (insults) and not allow people to communicate rudely.
