It seems you were asking about the "Forgetfulness" spell. Here's what it does: on level 2, this staff can prevent an enemy creature from using abilities for 3 turns (passive abilities may still work, but I didn't pay much attention to that). It's especially helpful against Kappa (more troops die on the map from them than from other enemies).

And on the first level, it gives +5 to initiative, on the third level, +5 to magic power, on the fourth level, spells targeted at an enemy unit put that unit into a stunned state for 5 turns, and on the fifth level, it reduces the duration of enemy spells by 1 (a healing spell lasting 2 turns will only last for one). It's a useful item, especially when fighting Nagas, at least that's what I think.
