Swap Valesk and Turis, give the cavalry to Valesk, and give Turis the archers, and again the cavalry will win, with roughly the same army.

What's the point of comparing them this way? In a real game, there won't be such situations (archers vs. cavalry).
With Valesk, the start and clearing out of gnome lairs, etc., is easier.
