Appeals Committee. Disputed situations in tournaments.

I don't have the ability to ban by IP address, especially dynamic ones, and many people have dynamic IPs. That way, half the forum could be banned. And the issue of banning for cheating has already been discussed many times. No, the Creator has already stated that the forum is for communication, and points are only given for violating forum rules (in particular, for using profanity or imitating it).
At least there's "For falsifying tournament results" - 50 points. That's half a ban.
So, do you want to hold a vote - to ban cheaters or not?
