You probably misunderstood the rules. If both players build a Capitol by turn 122, or on the same day, the game continues instead of ending in a draw.

What's the point? The idea of the tournament isn't about combat, but about building. It would be fairer to determine the winner based on the amount of gold remaining after building the Capitol. Even a draw would be recorded more accurately. IMHO.

Were there any rules during single-player mode? No. Let's embrace anarchy and go for it!

Among the anarchy templates, there's a Jebus-like build. It will ruin the idea of the tournament.
