The idea is very interesting and nostalgic. This is how I used to play before online games, and after losing a few matches, I changed my city development strategy.
According to the rules:
1. After 122 days, if both players have not built a Capitol, the player who built the Capitol earlier wins. If both players build it by the end of day 122, or on the same day, the game continues.

I think the best option is Anarchy. But according to these rules, it will be interesting to play many popular templates, such as 2sm4d(3), Jebus Cross, Balance, 8mm6a. I think it will be especially interesting to play Jebus, because the template is rich, and the gameplay will be completely different with these rules.
