Have we fallen behind the rest of the world, and should we play like everyone else? Or are there people on the forum who play WOG TE (I'll clarify the version later) using Minsk rules?

We have fallen behind. Currently, people are playing the WT (World Tournament) version – this is an updated version of TE, brought to perfection. (of course, the old and good SOD is also played) No one uses Minsk rules anymore; they didn't catch on. There was an attempt to create new cons/artifacts where you could order the contents for money, but this version also didn't catch on. By percentage, 160 is the most common number of players.
