First, he accuses him, incites everyone to have him executed, and then he saves him? What's the point? He could have incited everyone to execute me instead of his teammate. Joseph might be Mafia. There's a small chance of that. But I don't think they're both Mafia, working with Horn.

Simon is Mafia. How else can you explain that he votes in the last minutes? I can still assume that by sacrificing his teammate, Joseph decided to clear his name, but not that he was saving Horn.
