1. Yes, specialization is not a skill that improves with each level. It's just an additional hero attribute. You can assign a specialization to a hero when creating a Dynasty hero, but this is not possible in a pirated version. Did you actually buy a licensed copy?
2. I don't remember. It's definitely in the manual. And I can't really recommend a specialization: except perhaps to suggest that for a Haven hero, the best specialization is not to reduce the damage inflicted on your own archers. For a mage on a small map, a specialization that provides +2 to magical power is a good choice.
