Up to 20 is too much.
The difference between levels will be significant, which will reduce the effect of the game.
That is, (hypothetically) if we set the limit to level 100, everyone will finish approximately at the same time when they find and kill a pack of 10,000 Peasants. :)
It would be much more realistic and effective to have a race for a low level, where every experience point counts!
So, 10-15 maximum.
