1. No, it's not a standard map! Although it's not a WoG map either. I found it in the maps folder: the Russian name is "Blood! Legend of Vampires"; it's also for the RoE version. Not standard - because it's not from the standard set, but author-made. Such a large number of creatures can only be found on author-made maps; the game creators weren't obsessed with gigantomania.
2. The map creator simply wasn't worried about the overflow problem, or he didn't even know about it (like you still don't:)).
The map is very unusual; it really doesn't look like a "stock" map.
