The first one is clearly planning to eliminate a potential killer, which is perfectly reasonable for the Mafia. They won't have to waste a night defense on him, and it eliminates one threat. For the town, it doesn't matter whether there's a killer or not in this situation. The killer has a high chance of being caught by the Mafia - 3 out of 5.
