Vori - I was thinking of combining northern myths (trolls, valkyries, skalds) + Vori + 1 human unit - a Viking. We can remove the Viking, but a race consisting only of Vori is a bit boring.
It's not essential. Vikings can be mercenaries, but... they are not mythical creatures; they are ordinary historical figures. In Heroes, it's desirable to have something extraordinary, something unbelievable.
Levels 10-11 - I think it should be like this: 7 levels + 3 upgrades + 1 after the Grail, and then three more selectively or "maximum program."
The 3rd upgrade has some merit. However, introducing it is a very time-consuming process. And having upgrades only when the Grail is present is discriminatory and makes no sense.
Regarding the Powder Brotherhood - I can't imagine a dwarf with a rapier, although that's not essential. A race consisting only of dwarves is a bit boring; even the castle has griffins and angels.

1 - After all, Heroes is a single universe, a single concept. We can only introduce races that have no connection to the original game in one case: during a cataclysm on Enroth, many portals opened to different worlds, and some of the inhabitants of these worlds accidentally ended up on Enroth. This would be more plausible and fit the concept.
