Looking for options among the Non-Neutral Voters (NNV) – there aren't many reasons to believe that they were specifically Mafia.

Why? There are plenty of reasons, especially considering that Mafia often acts this way. And they don't want to vote for their own, in case they change their minds and become peaceful, plus voting for someone else is suspicious. So, they choose NNV. This happens much more often than what you described. Maybe it's just more common among newbies.
