So, where did the guy with the bolter come from in the incident with Vissy? It seems like Commander T.O. was guarding him.

I was actually thinking about that at first, but I was confused by the description of the Apothecary's action. Basically, WHO should have prevented the attack in the first place, and the Apothecary does nothing if his target is not harmed (as before). But apparently, that's how it is. Maybe I should believe in the simple explanation and not come up with something complicated.
