It's impossible without them. Otherwise, you immediately get defensive, deflect blame, and say things like "everyone else is doing it," etc.
Another good option is to solve a clue, which can also be quite challenging. Solving something that the entire city couldn't solve is, of course, difficult. But you need to reason based on the situation, or at least on a specific part of it. In any case, the subtlety or obviousness of the hints should be determined by the GM.
