The point is that team play depends on individual skills, and vice versa.

When Brazil and Argentina play football 11 vs. 11, that's a type of team play. When 11 pairs from both sides play a 1v1 game, that's not team play. I don't know how else to explain my point.

By the way, regarding team formation. On the portal where I play Age of Empires, a 2v2 tournament was held where the sum of the players' ratings in a team did not exceed a value of X. So there were teams like "1 average player + 1 average player" and "1 newbie + 1 pro." And almost all teams were roughly equal, the tournament turned out to be very exciting with an unpredictable winner; it really came down to team play, and newbies got a great opportunity to practice team games with skilled players and, accordingly, improve their gameplay. But on that portal, there's an objective rating that players can't ignore, but here...
