I doubt that even half of the 10 voters are town members, but nevertheless, it seems like the Mafia has found a way to sow confusion. For a clear-thinking town member, it should be obvious that there's no point in voting to lynch a top competitor right at the end. So, in my opinion, what's happening fully exonerates Haven; it's quite possible that he's even a maniac...
Overall, the situation is reminiscent of what happened in the previous Vistriat game when it was proposed to lynch the Mafia boss, Slonysh, but everyone switched sides. So, I strongly advise the town not to vote for Spir and to support his lynching. Although, if proper attention isn't paid in time, it seems the situation may already be beyond repair... but it's worth trying.
