Rules are the foundation for most cases, not for specific instances. The GM can resolve each specific situation on their own. Where it's truly needed, it will save time, and sometimes it will even extend it.
Expectations aren't the problem. It becomes boring when only 2-3 people out of 16 participate in the gameplay during the day.
