The ruling parties will change regularly - the USA is a prime example of this.

If Russia ever develops a political situation similar to that of the United States (in the form of two ruling parties), it would be an incredibly wonderful development. Each party would try to prove its usefulness and do as much good as possible to avoid being ousted.
