It is impossible to change the growth rate in the outer dwellings (this was not possible in "Whirlwinds" either). In the creature dwellings within cities, the script for increasing the growth rate works correctly. However, it does not work correctly for decreasing the growth rate.
2. It's a pity that it doesn't work, I often miss it :(
