According to unofficial sources (the same ones that initially mentioned the DLC), the DLC featuring the Academics will be free, and all owners of licensed versions of Heroes will be able to install it. Perhaps, those who use pirated versions will be left waiting for the add-on.
There's also an example from Civilization. Somehow, clever people keep creating new repacks with new DLC. So, a repack of Heroes with the Academy DLC will be released.
And also, I'll add this. "The Succession Wars" will play a central role in the campaign storyline of the Dark Elves, if such a campaign exists. As we know, this clan made a deal with demons, and specifically with Kha-Beleth, around that time.
