[Suggestion] Modify the violation control system.

Hmm. After receiving a PM from Siverfale, I read the thread and thought...
I agree that the punishment system needs to be improved. But the question is, how?
The 2 proposed options in the poll are not enough. It would be better if everyone who wants to could write their own suggestions – briefly, but to the point.
My personal thoughts:
1. The ban system should be tiered depending on the severity of the rule violation, and ideally, it should reflect the difference between violations due to ignorance and, say, intentional insults.
2. Spam bots should be banned permanently; I think it is possible to clearly distinguish them from real people.
3. Moderators should not engage in arbitrary actions: any punishment must always be clearly justified: such and such a rule was violated and in such and such a way. Arbitrary actions by the moderators themselves should be punished and even lead to their removal.
4. To assess the legal status of users, a formula could be calculated, something like "Sum of violation points / Duration of the past period in days".
