I don't think we should be looking for evidence to pin on the town's shooter. What will we do if we find someone who perfectly fits the profile? Execute them? Or hand them over to the Mafia's blocker? Executing the serial killer is also premature, in my opinion. Not because he's useful to the town, but because there are nine townsfolk left, the Doctor and Guardian Angel are dead, and all the Mafia are still alive, plus the Scar and the Vigilante could end up targeting each other. We should definitely dig into the Scar, but if we have a choice between executing him and framing someone, I would choose framing someone without hesitation. And indeed, we need to find evidence to implicate one suspect or another, just for appearances' sake.
