This is a well-known bug. Klivren also wrote that they don't need to be improved. And if you do improve the building, you need to be very careful not to buy bugged Imperials :(.

Well, I'm using them now not quite for their intended purpose; I send reinforcements to them and into the thick of the enemy, they constantly retaliate, which is at least some use. It's a pity that Anton's bonus doesn't work :(
