Dynasties

I haven't checked, but I got level 11 almost instantly. I'll check at level 20. Ah, I noticed that too. Maybe cells 4 and 5 unlock after completing missions in campaign 7 (one cell per mission)? The list of achievements is here: Main Menu -> About the Dynasty, select the fourth tab at the bottom.
