It is quite possible that those who say the cursor "doesn't blink" simply didn't notice it.

I launched the game after reading other people's complaints about the blinking cursor, and therefore I immediately paid attention to it. And everything was fine. Trust me: a person who nitpicks about every little detail would have noticed it right away. But there is nothing to notice, as the cursor is displayed correctly for me.
