A slightly more in-depth investigation has shown that the suspect is relatively innocent; in the sense that he is charged with creating a second account on HeroesWorld, nothing more. According to the current tournament selection criteria, responsibility for his participation in the tournament lies entirely with the organizer, and if he accepts such players (and there are several newbies of this level, I think there might even be higher-level ones) — that is his right, and no one: neither moderators, nor coordinators, nor the Creator himself can interfere with his decisions.

I asked the Creator, he will merge the accounts hopefully soon; formally, I will charge Sky 50 points for creating a clone as required, and with that, I think we can call it a done deal.

He is to be reinstated with the rights of the winner of the "Newbie-2011. Summer" tournament.
All charges are to be dropped.
