I would take sulfur, then kill the orcs, and rely on the opponent or judge being reasonable. If neither of those is present, I would question whether participating in such a tournament is worthwhile.

Here, the question is whether to act according to common sense or the rules. One player might not take it, relying on the rules, while their opponent comes into that zone and takes it according to common sense... And if it's also a contested resource, that's even worse.
