Sacred Haven of Debauchery

I even replayed the level from the middle, climbed through the window, and Paula is still not in the room. Soldiers are standing outside the door, waiting. I approach the door, peek out, and nothing happens. If I peek out a little further, the door explodes, and the soldiers become active. I think this is a script that triggers, but it should probably trigger when you first enter the room and approach Paula. Is this a bug, or am I missing something? There's only one path – to the subway, but there's an unhackable password there. I don't know it, and there are no datacubes with it anywhere.
